Board of Supervisors Meeting Recap for December 19, 2023

The Kern County Board of Supervisors met today as scheduled for Tuesday’s December 19, 2023, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Zack Scrivner (District 2), Chairman Jeff Flores (District 3), Supervisor David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Meeting Highlights:  

  • Item No. 9 AM session: 
  • The Board heard a presentation from Behavioral Health and Recovery Services on Senate Bill 43 and approved a resolution to defer implementation of changes to Welfare and Institutions Code Section 5008 to January 1, 2026, or earlier, for completion of critical infrastructure made necessary by Senate Bill 43 which expanded the definition of "grave disability" to include additional mental health and substance use disorders.

  • Item No. 23 AM session: 
  • The Board approved the fire department’s request to end the proclamation of a local emergency due to impacts from Hurricane Hillary effective January 1, 2024. 
  • Item No. 24 AM session: 
  • The Board approved the fire department’s request to end the proclamation of a local emergency due to impacts from the atmospheric river severe weather event, effective January 1, 2024. 
  • Item No. 35 AM session: 
  • The Board approved an agreement with California State University Bakersfield and Human Services for designation of Assembly Bill 1326 County Liaison for Higher Education to serve as a point of contact for students in need of County services, through June of 2025. 
  • Item No. 11 PM session: 
  • The Board approved an agreement with Flood Bakersfield Ministries, Inc. for Emergency Solutions Grants (ESG) to provide street outreach and Homeless Management Information System (HMIS) assistance to aid in combating homelessness in Kern County. 
  • Item No. 12 PM session: 
  • The Board approved an agreement with Women’s Center High Desert, Inc. for Emergency Solutions Grants (ESG) to provide Emergency Shelter and Rapid Re-Housing Program assistance for Kern County residents experiencing homelessness.  
  • Item No. 16 PM session: 
  • The Board approved revisions to the Kern County Development Standards for the design and construction of improvement projects for all developments within the unincorporated areas of Kern County.

  • Item No. 22 PM session: 
  • The Board held a public hearing on proposed Ordinance amending Chapter 8.30. Title 8, Camping and Placing Personal Effects in Public Areas, to the Kern County Ordinance Code to add special enforcement zones, specify prohibited acts, and update property removal procedures for the preservation and protection of public areas, open space, and facilities within County limits.

  • Item No. 23 PM session: 
  • The Board voted to appropriate unanticipated revenue in the amount of $200,000 from California Department of Parks and Recreation to transfer to the Muroc Joint Unified School District for the Boron Community Pool. 
  • Item No. 24 PM session: 
  • The Board approved an agreement with Lost Hills Utility District to support improvements to the townsite water distribution system through June of 2025. 
  • Item No. 25 PM session: 
  • The Board voted to contribute $1,500 to Mojave Area Volunteers to support the California Highway Patrol toy drive. 
  • Item No. 26 PM session: 
  • The Board voted to contribute $500 to The Open Door Network to support the 21st Annual Holiday Toy Run. 
  • Item No.28 PM session: 
  • The Board voted to contribute $1,000 to the Kern County Law Enforcement Foundation to support scholarships. 
  • Item No. 29 PM session: 
  • The Board voted to contribute $500 to the Kern County Hispanic Chamber of Commerce to support a toy drive benefiting the League of Dreams, Boys and Girls Club of Lamont, and Kern County Hispanic Chamber of Commerce Foundation. 
  • Item No. 30 PM session: 
  • The Board approved Supervisorial District 5 donating toys to the Mothers Against Gang Violence 4th Annual Holiday Giveaway in southeast Bakersfield. 
  • Item No. 31 – 33 PM session: 
  • The Board voted to identify apparent low, responsive, and responsible bids and approve contracts with various construction companies for Heritage Park and Mojave East Park beautification enhancement projects.

  • Item No. 39 PM session: 
  • The Board approved salary range adjustments from 10.49% to 53.6% for Park Ranger, Senior Park Ranger, Supervising Park Ranger, and Park Ranger Manager positions, effective December 30, 2023. 
  • This investment helps Kern County remain competitive in hiring rangers to better serve our residents by keeping our many Kern County Parks safe.
